河南省互联网兽药案件监管分析

Analysis on Supervision over Internet Cases of Veterinary Drugs in Henan Province

互联网兽药销售对传统兽药经营模式造成了很大冲击,其具有辐射面广、交易方式多样且隐蔽性强、资金转移快、人员身份认证不实、监管法律与机制滞后的特点,增加兽药监督执法的工作难度。河南省主动适应形势,健全管理规范,深挖线索证据,建立互联互通合作机制,查处了大批互联网兽药案,积累了新形势下网络兽药案查处经验。这提示,互联网兽药案件监管应完善顶层设计,加强法律宣贯,严格监督执法。

Recently,traditional business model for veterinary drugs has been greatly impacted by internet,which is characterized by wide range,various trading modes with strong concealment,fast transfer speed of funds,inaccurate identification of personnel,hysteretic regulatory laws and systems,etc.,therefore,the difficulty in supervision and law enforcement on veterinary drugs has been increasing. In this context,a cooperation system with interconnection was established in Henan Province through perfecting management norms and tracking any clues and evidences, and a large number of internet cases involved veterinary drugs were investigated and handled. In addition,it was also indicated that strengthening supervision over such cases needed improvement of top-level design,publicity of relevant laws and regulations and strict supervision and law enforcement.
