摘要
2016年版《涉及人的健康相关研究国际伦理准则》(简称“2016年版CIOMS伦理准则”)中文译本已出版。国际医学科学组织理事会(CIOMS),自1982年发表第一版《涉及人类受试者的生物医学研究国际伦理准则》以来,已对准则作了三次修改。而2016年版CIOMS伦理准则,从名称到内容都作了较大的改动。它突出了研究的科学价值和社会价值的并重,关注资源贫乏地区的健康相关研究以及研究中的脆弱群体,对诸如脆弱性、社区参与研究、知情同意、伦理治理和利益冲突问题,作了新的解读和阐释,并提出了伦理治理的理念。
The Council for International Organizations of Medical Sciences (CIOMS) is an international nongovernmental organization. In 1982, CIOMS published the first version of International Ethical Guidelines for Biomedical Research Involving Human Subjects. Since then three revised editions of the guidelines have come out one after another with the effort of the CIOMS Working Group. The 2016 edition, which is the latest version of the guidelines, is different in many ways from all other previous versions. First of all, it lays equal emphasis on both the scientific value and social value of research work. Secondly, it pays more attention to health-related research in low-resource settings and among the vulnerable population. Finally, it proposes new interpretations and ethical suggestions for issues regarding vulnerability, community engagement, informed consent, conflict of interest, ethical governance, and etc.
