单一窗口下FTA原产地证对我国外贸的影响——以《中国—格鲁吉亚自由贸易协定》为例

Research on the Impact of FTA Certificate of Origin on China’s Foreign Trade under the Single Window——Taking the China-Georgia FTA as an example

中国国际贸易"单一窗口"于2017年底前在全国范围内推广应用,优惠原产地证作为实施自贸协定的主要手段纳入了"单一窗口",企业真正实现了窗口"零"等待,签证效率大幅提高。本文以2018年1月1日实施的《中国-格鲁吉亚自由贸易协定》为例,通过梳理、归纳《中格自贸协定》项下优惠原产地证的缮制规范,指出《中格自贸协定》的实施有利于扩大我国出口,提高产品的国际竞争力;有利于扩大矿产资源进口,降低进口成本;降低市场准入,使双方服务贸易更上一个台阶;全面提升中格两国务实合作水平,造福两国人民;帮助我国企业走出去,进一步拓展国际市场。

With the preferential certificate of origin as a main means of implementing FTA,the Chinese international trade "single window" was being promoted in a nationwide, which helps the companies realize "zero" window waiting and greatly enhances the efficiency of visa. Taking the China-Georgia FTA as an example, which is being carried out from January 1st, 2018, this paper cards the thought and summarizes the rules of making preferential certificate of origin and points out the China-Georgia FTA will definitely bring benefits to exportation of our country and enhance the competitiveness of our products. It will be helpful in increasing mineral resource import and lowering the import cost. Thus, it will help lower the market entry as well and help promote the mutual service trade into a higher level. This will comprehensively promote the down-to-earth cooperation level between China and Georgia and bring benefits to the people of two countries. At the mean time, it promotes companies "going out" in our country and help further expand the international market.
