高目标流域水环境控制体系——以邛崃南河为例 被引量:3

摘要 以成都市邛崃南河流域为案例进行研究。流域存在排污口众多、污染物来源广泛、污水处理设施不足、畜禽养殖布局不合理等环境问题。立足于全流域治理的理念,提出高目标流域水环境改善维护综合控制体系。首先,构建严格管控的空间格局体系;其次,以水质目标为准绳,打造“源头削减—过程拦截—末端深度净化”的污染物严格削减控制、深度净化体系;再次,制定科学合理的信息化管理、监测网络体系;最后,全面落实河长制的要求,责任严查。 This article took the case of Nanhe River Basin of Qionglai city in Chengdu as a case study. The river basin has many environmental problems such as numerous sewage outlets, extensive sources of pollutants, insufficient sewage treatment facilities, and unreasonable layout of livestock and poultry breeding.Based on the concept of full basin governance, the article proposed a comprehensive control system for water environment improvement and maintenance in high - target basins. Firstly, build a strict control of the spatial pattern system;Secondly, take the water quality target as the criterion, and create a strict reduction control and deep purification system for the "source reduction -process interception -end deep purification" pollutants;Thirdly, develop scientific and rational information management, monitoring the network system;Finally, fully implement the requirements of the river system and strictly investigate the responsibility.
