乡村振兴战略背景下农村空心化治理与社区建设融合研究

Integration of Hollow Rural Governance and Community Construction under Rural Revitalization Strategy

着眼实施乡村振兴战略需求,理应协同思考农村空心化治理和社区建设问题。当前,二者共同面临着农村经济发展迟滞、社会建设受阻、资源浪费严重和乡土文化衰落的困境与挑战。基于农村发展实际,可以精准识别治理农村空心化和社区建设的融合基石,治理农村空心化可为社区建设提供良好机遇,而开展社区建设也有助于消解农村空心化的不良效应。为此,在推动乡村振兴工作落地进程中,可制定出合并二者工作融合方案。既要整体性设计空心村的社区建设方案,并积极探索适宜的社区建设路径,也要不断完善社区治理机制和丰富社区文化体系,助力农村空心化治理工作。

Focusing on the implementation of the strategic needs of rural revitalization,it is vital to think about the hollow governance and community building in rural areas in a coordinated manner.At present,they are faced by the dilemma and challenge of the sluggish economic development,the blocked social construction,the serious waste of resources and the decline of local culture. Based on the reality of rural development,the cornerstone of the integration of rural hollowing governance and community construction can be accurately identified,rural hollowing governance can provide good opportunities for community construction,and community construction can also help to eliminate the adverse effect of rural hollowing. Therefore,in promoting Rural Revitalization,a plan of integration can be formulated of the two tasks.It is necessary to design a holistic community construction plan for hollow villages,and actively explore the appropriate path of community construction. It is also necessary to constantly improve the community governance mechanism and enrich the community cultural system to help rural hollow governance.
