摘要
在推进校长负责制落实的进程中,集权与分权制度安排的有效性是一项亟待探讨的重要命题。采用成熟量表编制问卷对北京市H区87所中小学校以校长为核心的高层管理团队的719名成员进行调查,实证分析显示:授权型校长对中小学校高层管理团队绩效有积极影响,并且这一效应是通过团队反思的完全中介而产生作用的;容忍失败的氛围会调节授权型校长对团队反思的影响及其中介作用,随着容忍失败程度的提高,授权型校长通过激发团队反思进而促进学校高层管理团队绩效提升的作用会被削弱。为切实落实校长负责制,提升中小学校治理水平,要着力培育授权型校长并塑造恰当的管理氛围以保障授权的有效执行。
In the process of implementing empowering principle, the effectiveness of the concentration and decentralization systems have been an important topic for discussion. A paired leader-member questionnaire design was used to collect data and a total of 719 members of top management teams from 87 primary and middle schools participated in the study. Result shows that empowering principal had a positive influence on the performance of primary and middle schools’ top management team, and this effect was completely mediated by team reflexivity. Besides, the climate of failure tolerance moderated the effect of empowering principal on team reflexivity and its mediating effect. To be specific, with the increase of failure tolerance, the process that empowering principal promoted the top management team’ performance by stimulating team reflexivity would be weakened. It is important to create an appropriate management environment to ensure the effective implementation of authorizations, and solidly implementing the principal responsibility system to improve the governance of primary and middle schools.
