医疗联合体的发展困境与对策建议

The Development Dilemma and Countermeasures of Medical Consortium

医疗联合体是推进区域医疗服务一体化、同质化、便捷化的重要载体,是构建现代医疗服务系统的重要组成部分。目前,医疗联合体的建设多由三级医疗机构发起或由行政部门主导推进,医疗联合体在实际运行中,也存在着合作方的目标价值导向不一致,合作的内生动力不足,协同服务的效率不高等问题。笔者通过对医疗联合体运行中存在的问题分析,阐释医联体建设所面临的现实困境。提出通过完善政策设计,加强对医联体建设的合理引导,健全运行机制增强上下级医疗机构之间的互动合作。

Medical consortium is an important carrier to promote the integration,homogenization and convenience of regional medical services and an important part of constructing modern medical service system.At present,the construction of medical consortium is mostly initiated by three-level medical institutions or promoted by administrative departments.In the actual operation of medical consortium,there are also problems such as inconsistent goal value orientation of partners,insufficient endogenous impetus of cooperation and low efficiency of collaborative service.Through the analysis of the problems existing in the operation of medical consortium,the author explains the practical difficulties faced by the construction of medical consortium.Strengthening the reasonable guidance for the construction of medical consortium,improving the operating mechanism and enhancing the interaction and cooperation between the upper and lower medical institutions through improving policy designare proposed.
