医联体内基层医疗机构运行效率的影响研究

Study on the Influence of Operation Efficiency in Grassroots Medical Institutions of Medical Consortium

目的分析医联体内基层医疗机构发展的实际效果,为进一步推进医疗联合体的深入发展提供借鉴。方法 运用数据包络分析法(DEA)BCC和Malmquist模型对福州市第一医院医联体内13家基层医疗机构运行效率进行计算分析。结果 基层医疗机构参与组建医疗联合体后,门急诊人次数呈增长趋势。DEA效率评价结果为全要素生产率均值呈下降趋势,规模效率有所改善,但技术变化出现退步。结论 医联体内牵头医院对基层医疗机构应提供针对性对口帮扶,提升基层服务技术;同时政府部门应增加投入、完善的配套政策推动医联体发展。

Objective: To analyze the actual effect of the development of grassroots medical institutions in medical consortium,and provides reference for the further development of medical consortium. Method: Data envelopment analysis(DEA) BCC and Malmquist models were used to calculate and analyze the operating efficiency of 13 grassroots medical institutions in medical consortium of Fuzhou First Hospital. Result: The number of outpatients and emergency patients increased after the grassroots medical institutions participated in the establishment of medical consortium.DEA efficiency evaluation results show that the average total factor productivity is in a downward trend,and the scale efficiency is improved,but the technical changes are backward. Conclusion: The leading hospitals within the medical consortium should provide targeted assistance to the grassroots medical institutions and improve the service technology at the grassroots level.At the same time,government departments should increase investment and improve supporting policies to promote the development of medical consortium.
