医改视角下城市公立医院财务风险防范与控制

Financial Risk Prevention and Control in Urban Public Hospitals from the Perspective of Medical Reform

随着公立医院管理体制和运行机制改革的深入,在外部监管与内部变革相互作用下,医院经营面临着各种内部和外部风险,最终会通过财务风险来显现。对医院经营管理过程中将会或已经出现的财务风险进行防范与控制,成为医院获得市场竞争优势,提高精细化管理水平,实现可持续发展的重要管控手段。笔者从医改视角出发,在对公立医院财务风险成因进行分析的基础上,提出了防范和控制公立医院财务风险的对策。

With the deepening reform of management system and operation mechanism in public hospitals,and under the interaction of external supervision and internal reform,hospital operation is faced with various internal and external risks,which will eventually be manifested through financial risks.Prevention and control of financial risks that may or may have occurred in the process of hospital management has become an important means for hospitals to gain market competitive advantages,improve the level of refined management and achieve sustainable development.From the perspective of medical reform,this paper analyzes the causes of financial risks in public hospitals,and puts forward countermeasures to prevent and control financial risks in public hospitals.
