摘要
为提升北部海域的海上专业救助效率,分析该海域值班点布置与力量配置的现状及不足,采用模糊 C 均值(fuzzy C -means,FCM)聚类算法得到值班点布置,建立以救助范围最大和对事故总响应时间最小为目标的救助船配置模型。设计遗传算法进行求解。采用该海域2012—2016年海上事故与救助数据验证模型和算法的有效性。与该海域海上救助力量配置现状相比,用这个模型不仅能扩大救助范围,也可缩短对各事故的平均响应时间。研究成果可为该海域海上专业救助的相关决策提供参考。
In order to improve the efficiency of maritime specialized rescue in the northern sea area of China, the present situation and deficiency of duty point layout and resource configuration in the sea area are analyzed, the fuzzy C -means (FCM) clustering algorithm is used to obtain the duty point layout, and a configuration model of rescue ships with the maximum scope of rescue and the minimum total response time to an accident is established. The genetic algorithm is designed to solve the model. The validity of the model and the algorithm is verified using the data of 2012-2016 maritime accidents and rescues in the sea area. Compared with the present situation of maritime rescue resource configuration in the sea area, this model can not only expand the rescue scope, but also shorten the average response time to each accident. The research results can provide reference for relevant decision of maritime specialized rescue in the sea area.
