我国中小企业技术创新政策研究

Research on Technological Innovation Policy of Small and Medium-sized Enterprises in China

中小企业作为技术创新的重要主体之一,在技术创新领域正发挥着越来越重要的作用。我国供给侧政策工具以信息和教育为主。对间接金融手段的应用有限,法律法规执行性不强;政府采购是需求侧政策的主要抓手中小企业占政府采购总额的比例是比较高的,但政府采购措施并未起到促进中小企业技术创新的作用。中小企业技术创新政策应通过职业教育体系的完善培育高技能人才,提高产品国际竞争力助力产业结构调整;加强间接金融手段的使用,发挥市场作用筛选真正好的项目,提高资金安全性。

As one of the important technological innovators, the SMEs are playing an increasingly vital role in technological innovation. China’s supply-side policy tools are mainly information and education. The application of indirect financial means is limited, and the enforcement of laws and regulations is not strong;government procurement is the main fulcrum of the demand-side policy, and the SMEs account for a relatively high proportion in term of the volume of government procurement, which, however,has not helped with the technological innovation of SMEs. The technological innovation policy of the SMEs should aim to cultivate high-skilled talents through a better vocational education system, improve the international competitiveness of products, help with the adjustment of industrial structure, increase the use of indirect financial means, give play to the role of the market in screening out the truly good projects, and enhance the safety of funds.
