耦合视角下农村职业培训服务精准扶贫的路径探析

An Analysis of the Path of Targeted Poverty Alleviation in Rural Vocational Training Service in the Coupling Perspective

农村职业培训与精准扶贫具有层次耦合性。服务精准扶贫,农村职业培训的现实困境在于对象识别不精确,针对性不强;帮扶措施不彻底,效率性不高;目标人群不主动,主体性不够。农村职业培训服务精准扶贫要瞄准培训对象,全面提高人力资本增量;整合培训资源,全力助推拔根除贫;引入PPP模式,充分保障扶贫效果。

There is a hierarchical coupling between rural vocational training and the targeted poverty alleviation. The realistic predicament of rural vocational training in serving the targeted poverty alleviation lies in the inaccurate identification of the target, the lack of pertinence, the incomplete and inefficient assistance measures;and the lack of initiative and subjectivity of the target population. Based on this, the targeted poverty alleviation of rural vocational training service should aim at the training target, comprehensively improve the increment of human capital, integrate training resources, and make every effort to promote poverty eradication, and introduce PPP model to fully guarantee the effect of poverty alleviation.
