摘要
基于"互联网+"背景下政务服务平台用户信息管理的问题与对策研究,旨在从平台建设的视角提供网络空间有序化策略,亦推进信息管理理论与方法在互联网环境中的拓展。文章基于案例研究方法和文本分析法对33个政务服务平台的平台制度展开调查,对其呈现的信息管理内容予以识别与分析,进而发现制度系统性不足、完整信息的对象割裂、用户主体视角缺失、内容专业化程度有限的问题。由此,文章提出从多维度优化并构建用户信息管理制度体系:基于网络空间治理强化制度体系建设、以整体构建思路拓展信息范畴界定、融合用户主体视角以升级管理模式、加强专业指导以提升内容的规范度。
The research of user's information management of government service platform under the background of "Internet +" aims at providing the ordering strategy of cyberspace from the perspective of platform construction, which also promotes the development of information management theories and methods in the online environment. Based on the case study method and the text analysis method, the paper conducts an investigation the institutions of 33 government service platforms, which identifies and analyzes the content of information management. The study shows the problems of the insufficiency of institutional systematicity, splitting of complete information objects, lacking of user perspective and limited professional degree of content. Then the paper proposes to optimize and build information management system from multiple dimensions: strengthening system construction based on online space governanee, expanding the definition of the scope of the information with the general construction idea, integrating the user perspective to upgrade the management model, strengthening professional guidanee to improve the standardization of content.
