重庆农村产业融合的实践进展、现实困境与推进策略

The Practical Progress,Realistic Predicament and Promotion Strategy of Integration of Rural Industries in Chongqing

农村产业融合不仅是新时代我国实施乡村振兴战略的重要内容,也是转变农业发展方式、促进农民增收的必由之路。以重庆市为例,在对其融合模式、融合主体、利益联结机制等方面的实践进展、发展困境进行分析的基础上,提出推进重庆农村产业融合发展的策略。具体地,在发展路径方面:一要因地制宜、创新发展,走内生化融合发展之路;二是突破各模式发展瓶颈,强塑区域特色;三是培育农业产业化联合体,推进融合主体多元化;四是创新组织模式、经营方式和产权关系,强化利益联结。在保障机制方面:一要不断完善土地流转管理机制;二是实施社会化服务能力提升机制;三是完善公共服务配套机制;四是推行绿色发展环保机制;五是健全人力资源流动机制;六是强化农业科技投入机制;七是形成多元投入保障机制,协同促进重庆农村产业融合发展。

The integration of rural industriesis not only an important part of implementing the rural revitalization strategy in the new era,but also the necessaryway to change the agricultural development mode and promote farmer′s income.Using Chongqing as an example,on the basis of analyzing the practical progress and development predicamentofits integration mode,integration subject and interest connection mechanism,this paper putsforward some strategies to promote the integration development of rural industries in Chongqing.Specifically,in terms of development path,firstly,rural industries should adapt measures to local conditions,promote innovationand take the road of development of internalintegration.Secondly,it break through the bottlenecks of the various modes of integration development,strongly shape regional characteristics.Thirdly,government should cultivate agricultural industrialization consortium,and promote the integration of the main diversification.Fourthly,rural industries should innovateorganizational models,operation model and the relation of property rights,and strengthen the links of interest.In terms of security mechanism,it is necessary to constantly improve the mechanism of the land circulation and land transfer management,implement the mechanism of improving the capabilityof social service,improve the supporting mechanism of public services,implement the mechanism of green development and environmental protection,improve the mechanism of flow of human resources,strengthen the mechanism of agricultural science and technology investment,form a multi-input guarantee mechanism,and coordinatelypromote theintegrated development rural industries in Chongqing.
