社会救助历史悠久,是最基本的社会保障方式,在矫正市场失灵、调整资源配置、实现社会公平、维护社会稳定,构建和谐社会等方面有着的重要作用。甘肃省地处西北地区,贫困面大、贫困人口多、贫困程度深、返贫率高,是全国最为贫困落后的省份之一。研究完善甘肃省社会救助制度,是保障当地贫困人口民生的关键措施,也是促进甘肃省经济发展的重要举措。

The development of social assistance has a long history and is the most basic social security method.It plays an irreplaceable role in correcting market failures,adjusting resource allocation,achieving social equity,maintaining social stability,and building a harmonious society.Gansu Province is located in the northwestern region.It covers a large povertyarea,a large number of poor people,a deep poverty level and a high rate of returning to poverty.It is one of the most poor and undeveloped provinces in the country.Studying and perfecting the social assistance system in Gansu Province is a key measure to protect the livelihood of the local poor and an important measure to promote the economic development of Gansu Province.
