Identifying PSSA in China: Feasibility Study and its Analysis Methodology

为定量评估我国沿海各海区设立国际海事组织(International Maritime Organization,IMO)法规体系框架下特别敏感海域(Particularly Sensitive Sea Area,PSSA)的可行性,综合回顾航运、法律和国际关系等学界开展的相关研究。在详细分析IMO关于设立PSSA法规性文件、有关技术指标标准和设立案例的基础上,调查研究我国沿海各海区的相关情况,并对标IMO各相关指标提出我国设立PSSA的可行性分析方法,包括运用地理信息系统(Geographic Information System,GIS)对我国周边海域基于卫星船舶自动识别系统(Automatic Identification System,AIS)的船舶通航活动、生态环境敏感目标和通航环境风险进行空间叠置的分析方法,据此提出我国具备设立PSSA可行性的海区,形成在我国全海域内具备统一且量化评估标准的空间叠置分析的方法学及在研究过程中存在的问题并提出的解决方案,将对我国未来开展PSSA设立申请工作具有重要参考价值。

The quantitative feasibility assessment of setting the IMO(International Maritime Organization) designated PSSA(Particularly Sensitive Sea Area) in the sea areas of China is presented. The studies concerning PSSA designation in the academic circles of shipping, law and international relations are comprehensively reviewed. The IMO PSSA guidelines and the cases of the IMO designating PSSA are studied in detail. The conditions of the sea areas of China are examined against the guidelines. The GIS (Geographic Information System)and Satellite-AIS(Automatic Identification System)technologies are proposed to investigate the activities of ocean-going vessels, the vulnerable marine ecosystems and the risk of traffic accidents and to identify the candidates for the PSSA in the waters of China.
