构建"五级三类"国土空间规划体系是保障空间治理机制有效运行的必然要求,划定省级城镇开发边界是实施国土空间用途管制的重要手段。对于如何通过划定省级城镇开发边界来落实空间管控和传导要求,目前尚未有明确的方法和标准。文章立足省级国土空间规划的定位与作用,结合国内外城市、地区案例及广东省先行先试的工作实践,探索省级城镇开发边界的工作模式、划定方法和管控机制,以期为相关实践提供借鉴。

Delimitation of provincial urban development boundary is an important approach for the control on the usages of land. A set of standards and regulations is needed for the delimitation of provincial urban development boundary.The paper based on the function and orientation of provincial Land spatial planning, learns experience from cases in Guangdong province and other regions and countries, studies the model, method, and mechanism of provincial urban development boundary.
