资源禀赋对制造业绿色转型升级的驱动机制——基于空间Durbin模型的解释

Driving Mechanism of Resource Endowment on Green Transformation and Upgrading of Manufacturing Industry——Interpretation Based on Spatial Durbin Model

提高资源要素对制造业发展的支撑效用是保障其绿色成功转型的关键。文章以影响制造业绿色转型升级因素为研究视角,对资源禀赋进行储量与产量双维度的评估,并在测度地区制造业绿色转型效率指数的基础上,结合制造业外资依存度、劳动力质量建立其空间Durbin面板数据模型,系统性地分析制造业绿色转型升级过程中资源禀赋的内在作用机理及溢出关系。研究结果表明:地区制造业绿色转型升级过程中会受到“资源诅咒”效应的影响,而且对邻近地区制造业绿色发展产生扩散与溢出效应。同时,在劳动力质量呈现负向外溢的趋势下,外资引入利用所引发的正向溢出效应作用效果相对有限,且难以弥补地区资源过度消耗而造成制造业绿色转型动能不足的效益损失。采取积极有效的政策措施破解制造业绿色转型升级中的“资源诅咒”问题迫在眉睫。

Improving the supporting effect of resource elements on the development of manufacturing industry is the key to en sure its successful green transformation. From the perspective of factors influencing green transformation and upgrading of manufacturing industry,this paper evaluates resource endowment in two dimensions:reserves and production. On the basis of measuring the efficiency index of green transformation of regional manufacturing industry,combining with the dependence of foreign capital and the quality of labor force in manufacturing industry,it establishes its spatial Durbin panel data model,and systematically analyses the inherent mechanism and spillover relationship of resource endowment in the process of green trans formation and upgrading of manufacturing industry. The results show that the green transformation and upgrading process of re gional manufacturing industry will be affected by the“ resource curse”effect,and will have a diffusion and spillover effect on the green development of manufacturing industry in adjacent areas. At the same time,under the trend of negative spillover of labor quality,the positive spillover effect caused by the introduction and utilization of foreign capital is relatively limited,and it is difficult to compensate for the benefit loss caused by the excessive consumption of regional resources and the insufficient momentum of green transformation in manufacturing industry. It is urgent to take active and effective policy measures to solve the“ resource curse”in the green transformation and upgrading of manufacturing industry.
