临时派遣中央和地方高级官员充当巡察使、按察使、黜陟使、安抚使等使职不定期巡察地方是唐代对地方进行监察的重要方式之一。这些临时性的巡察使在唐代廉政制度建设中发挥着重要作用,一是通过巡察纠举贪腐官吏,二是举荐清白官吏。唐代通过巡察使建立起奖廉与惩贪相结合的廉政体系。
