里耶秦简“日备归”与秦代新地吏管理

秦代新地治理关乎国家安定,针对新地吏的管理尤显重要。从里耶秦简“日备归”入手分析,秦代新地吏管理实行任期政策,期满免职归家(“日备归”)。一般而言,秦代新地吏任期有二年、四年等,若任期内违法,可加罚延长任期。由于新地吏身份特殊,其在职违法可适用通用法与特定法分别处罚。新地吏期满免归,须上报郡守府才可执行,相关官吏应及时安排吏员补上空出职位,主管补吏工作的机构是郡尉曹。
