摘要
以某集团炼油亏损企业专项治理工作的实践活动为基础,总结了装置安稳运行、原油采购成本、产品增值水平、费用管控、人员负担、资产利用效率等方面存在的问题,分析了导致企业亏损的主要原因,从加强“三基”工作、优化原油采购、优化装置运行、推进全员成本目标管理、推进企业瘦身健体五个方面列出了扭亏脱困专项治理工作采取的具体措施,提出了加强组织领导、做好整体筹划、建立健全工作机制、制定相应的优先政策是做好此项工作的重要前提。
It is not only the requirement of SASAC, but also the requirement of enterprises to realize sustainable development and enhance market competitiveness for national enterprises to carry out special management of lossmaking enterprises. Based on the practice of special management of an oil refining loss-making enterprise, this paper summarizes the main reasons for the loss of some oil refining enterprises, lists the specific measures taken for the special management of turning from loss to profit, and puts forward the important precondition for this work.
