摘要
利用超效率DEA模型对2010—2017年浙江省11个地市的生态效率进行了测算,结果显示:浙江省整体上生态效率表现较好,但存在明显的区域差异,浙东北地区平均值高于浙西南地区。2010—2017年间各地市之间的生态效率差距呈扩大趋势,存在σ发散特征。进一步使用Tobit模型对浙江省生态效率影响因素进行研究,发现金融聚集程度、科技创新水平对生态效率产生显著正向影响,城镇化水平与生态效率存在明显的U型关系。为提高区域生态效率,应提升区域金融聚集度,加强绿色技术创新能力,加速产业升级,推进新型城镇化发展。
This paper used super-efficient DEA model to measure ecological efficiency of 11 cities in Zhejiang province from 2010 to 2017. The result shows that the level of ecological efficiency of Zhejiang province is fairly great as a whole, however, there are significant disparities between different regions, and the average level of Northeast cities is higher than that of southwest cities in Zhejiang province. The gap of ecological efficiency between different cities is tend to be widen from 2010 to 2017, which demonstrates σ divergence. Based on the research of determining factors with Tobit model, this paper finds that the density of finance and the level of innovation are positive relevant with ecological efficiency, while there is a clear U-shaped relationship between urbanization level and ecological efficiency. Thus, in order to promote ecological efficiency, it is supposed to improve the density of reginal finance, enhance the ability of technology innovation, accelerate industrial upgrading and promote the development of new urbanization.
