摘要
目的:提出新时代公立医院绩效管理的实施路径。方法:从考核主体、考核指标内容和结果应用三个方面,对北京和上海公立医院绩效管理模式进行比较分析。结果:在健康中国战略和现代医院管理制度背景下,借鉴北京、上海的经验,实施公立医院绩效管理的路径是:进一步整合绩效管理主体责任,构建多维度指标体系,关注医疗服务持续改进;采用多种方式保障绩效管理过程的科学性;同时,改变关注单个医院绩效结果的模式,注重区域内医疗资源的优化配置。
Objective To propose an implementation path for performance management of public hospitals in the new era. Methods A comparative analysis of performance management models of public hospitals in Beijing and Shanghai was conducted from three aspects: assessment subject,assessment index content and result application. Results Under the background of healthy China strategy and modern hospital management system,based on the experience of Beijing and Shanghai,the implementation path for performance management of public hospitals are : further integrating the main responsibility of performance management,constructing a multi-dimensional indicator system,paying attention to the continuous improvement of medical services;applying multiple ways to ensure the scientific nature of the performance management process;at the same time,changing the model of individual hospital performance results,and focusing on the optimal allocation of medical resources within the region.
