摘要
日本的老年教育政策法规经过了四个时期的发展,形成了较为完善的政策法规体系。中国的老年教育政策起步较晚,但发展迅速,基本形成较为全面的政策体系。从政策主体、价值理念、政策内容进行比较,发现我国在法制建设、价值理念、政策的操作性和科学性等方面还需加强理论和实践研究,以不断完善老年教育政策法规,保障老年教育更好地发展。
Japan has formed a relatively complete policy and regulation system of its elderly education through its four periods of development. Comparatively, China’s related policy started late, but developed rapidly and basically formed a more comprehensive policy system. By comparing policy subjects, values, and content of these two policies, it is found that China needs to strengthen theoretical and practical research in the aspects of legal construction, value concept, policy operation. Accordingly, elderly education can be improved and guaranteed.
