我国海洋生物医药产业发展制度创新研究

A Research on System Innovation of Marine Biomedical Industry Development in China

海洋生物医药产业是我国蓝色经济通道建设的重要战略性海洋新兴产业,需要不断通过制度创新破解产业发展中的障碍和瓶颈。针对我国海洋生物医药产业发展制度的现状及局限性,从制度层面,可以通过出台专项政策规划,推进产业发展进程;建立三方联动机制、加快协同合作步伐;加强立法及管理体制建设,构建产业发展法治基础等措施,解决海洋生物医药产业发展中的诸多问题,促进我国海洋经济产业进一步发展。

Marine biomedical industry is an important strategic emerging marine industry in China's blue economic corridor. It is necessary to break through the obstacles and bottlenecks in industrial development through institutional innovation. In view of the current situation and limitations of the development system of marine biomedical industry, this paper, with the help of the theory of institutional innovation, makes an analysis of the motive force of institutional innovation and puts forward innovative suggestions from the institutional level: making forward special policy planning to promote the process of Industrial development;establishing tripartite linkage mechanism and accelerating the pace of collaboration;strengthening legislation and management system and constructing the basis of rule of law for industrial development;establishing international cooperation mechanism to promote information sharing of industrial resources;building industrial park model and promoting the construction of industrial platform.
