史密斯模型下的贫困地区脱贫政策执行问题研究——以广西凭祥市为例

Study on the Implementation of Poverty Alleviation Policy in Poverty-stricken Areas under Smith Model: A Case Study of Pingxiang City, Guangxi

广西是全国脱贫攻坚战的主要战场之一,全区脱贫攻坚进入攻坚克难时期。凭祥市作为广西自治区级重点贫困县市,贫困程度较深、扶贫难度较大、扶贫任务艰巨,对脱贫政策执行进行系统分析,对凭祥市实现早日脱贫具有重要作用。文章基于史密斯政策执行过程模型的视角,从影响政策执行成功与否的理想化政策、执行机构及执行人员、目标群体、执行环境的四大因素出发,分析凭祥市脱贫政策执行过程中存在的问题,通过优化政策执行过程,选择脱贫政策执行路径以此保证脱贫政策执行顺利开展,同时为其他尚未脱贫地区提供经验借鉴,并在此基础上,展望凭祥市脱贫后的乡村振兴发展道路。

Guangxi is one of the main battlefields of national poverty alleviation. As a key povertystricken county and city at the level of Guangxi Autonomous Region, Pingxiang City has a deeper poverty level, a greater difficulty in poverty alleviation and a arduous task in poverty alleviation. Systematic analysis of the implementation of Poverty Alleviation Policies plays an important role in the early realization of poverty alleviation in Pingxiang City. Based on the perspective of Smith’s policy implementation process model, this paper analyses the problems existing in the implementation of Pingxiang’s poverty alleviation policy from four factors: idealized policy, executing agencies, executing personnel, target groups and executing environment, and applies the preparatory stage of policy implementation process. The three stages of implementation and summary ensure the smooth implementation of poverty alleviation policy, and provide experience for other areas that have not yet been out of poverty. On this basis, we look forward to the road of Rural Revitalization and development after poverty alleviation in this city.
