上合组织框架下中亚地区禁毒区域合作研究

Research on Regional Anti-drug Cooperation in Central Asia under the Framework of Shanghai Cooperation Organization

因经济、历史和自然环境等原因,中亚“金新月”地区的毒品泛滥问题严峻。中国与中亚地区国家的禁毒合作经历了由封闭到参与,由意向商谈到广泛合作,由单一性向多元化和法制化的观念、行动和方式的转变。上合组织禁毒区域合作需强化禁毒立法与执法,强化禁毒打击与情报合作,加强科研合作和培训,以期在上合组织框架下形成全方位禁毒合作态势,共同推动区域禁毒合作关系的发展。

"Golden Crescent"area in central Asia witnesses severe drug abuse due to economy,history and natural environments.Anti-drug cooperation between China and central Asian coumtries experiences transformation from closure to participation,from intended discussions to wide-range cooperations,from oneness to ideas,action and modes of diversification and legalization.Regional anti-drug cooperation of Shanghai Cooperation Organization calls for intensification of anti-drug legislation and law enforcement,anti-drug operations and intelligence cooperation,scientific research cooperation and training with a view to developing a situation of an all-round anti-drug cooperation under the framework of Shanghai Cooperation Organization and jointly promoting the development of regional anti-drug cooperation.
