国家生态公园建设的基层视角——基于电话和邮件问卷调查

The Grassroots Perspective of the Construction of National Ecological Parks-Based on Telephone and Mail Surveys

2014年,原国家林业局开展国家生态公园(试点)审批工作,但是目前公园建设的面积、导向等问题尚不明确。通过电话采访和邮件发送问卷的方式,调研组进行了初步讨论。结果表明:从建设单位角度来看,国家生态公园建设十分必要,其建设面积不宜超过500hm^2,从而保持公园建设的灵活性。公园建设需国家和地方政府重点解决公园建设资金和政策扶持等问题,并且应当规范公园建设的管理、审批和建设导向,从而便于公园可持续发展。

In 2014,the former State Forestry Administration carried out the examination and approval of national ecological parks(pilot projects),but the area and orientation of park construction are still unclear.Through telephone interviews and e-mail questionnaires,the research group conducted a preliminary discussion.The results show that from the perspective of construction units,the construction of national ecological park is very necessary,and its construction area should not exceed 500 hm^2,so as to maintain the flexibility of park construction.National and local governments should focus on solving the problems of park construction funds and policy support,and standardize the management,approval and construction orientation,so as to facilitate the sustainable development of park.
