哈萨克斯坦国企改革对中哈经贸关系的影响

The Influence of Kazakhstan’s State-owned Enterprise Reform on Sino-Kazakhstan Economic and Trade Relations

我国与哈萨克斯坦经贸往来密切,随着哈萨克斯坦私有化成效凸显并进一步提速,我国与哈萨克斯坦的合作既出现新的契机,同时也隐藏风险。本文通过分析并述评哈萨克斯坦国企改革发展历程,立足我国与哈萨克斯坦经贸往来现状,归纳了哈国国企改革对当前两国合作的机遇与挑战。特别针对两国经贸合作缺乏统一的行业标准、缺乏法律规范对接环境、哈国公民缺乏对我国投资的正确认识提出发展建议。建议在“一带一路”倡议与哈萨克斯坦“光明之路”对接时,应致力于协商减少两国人口流动阻力,积极宣传我国“亲、诚、惠、容”的外交理念。

China has a closely relationship in economic and trade exchanges with Kazakhstan. As the effectiveness of Kazakhstan’s privatization has been highlighted and further accelerated, the cooperation between China and Kazakhstan has created new opportunities and hidden risks for privatization. This paper reviews and analyzes the development process of Kazakhstan’s state-owned enterprises. Based on the current situation of economic and trade exchanges between China and Kazakhstan, the paper summarizes the opportunities and challenges of the current state-to-business reform in Kazakhstan. In particular, it is aimed at the the problems like the lack of unified industry standards for economic and trade cooperation between the two countries, the lack of legal and normative docking environment, and the lack of correct understanding of Chinese investment by the citizens of Kazakhstan. It is suggested that when the "One Belt, One Road"initiative is linked to Kazakhstan’s "Bright Road", when the "Belt and Road" initiative is linked to the "Bright Road" of Kazakhstan, it should be urged to reduce the resistance of the two countries to population movements and do a good job of proper propaganda.
