绿色金融背景下工业行业大气污染分布与产业转型升级研究——以昌吉州绿色金融改革创新试验区为例

Study on Air Pollution Distribution and Industrial Transformation and Upgrading in Industrial Industry under the Background of Green Finance:Taking Changji Green Finance Reform Innovation Pilot Area as an Example

党的十九大报告中明确提出“加快生态文明体制改革,建设美丽中国”,发挥绿色金融推动作用并把“发展绿色金融”作为推进绿色发展的路径之一。新疆昌吉州作为重工业基地,工业污染是大气污染的主要原因之一。作为国家第一批绿色金融改革创新试验地区,昌吉州需有效利用这一历史机遇,引导更多的金融资源推动工业污染防治和转型升级,推进“乌-昌-石”大气联防共治,坚决打赢污染防治攻坚战。笔者以昌吉辖内2017年的330家企业作为研究主体,运用聚类分析法研究分析工业行业大气污染行业分布与治理程度,为借助绿色金融手段推进污染防治和产业转型升级提供数据支撑。探索提出推进工业行业污染防治和转型升级的路径和建议,推动经济高质量发展。也为新疆绿色金融改革创新试验区建设工作指明方向,对其它试验区提供借鉴,具有现实意义。

In the report of the 19 th National Congress of the Communist Party of China, it is clearly stated that "speeding up the reform of the ecological civilization system and building a beautiful China" should play a role in promoting green finance and take " developing green finance" as one of the ways to promote green development. Changji Prefecture of Xinjiang as a Heavy Industry Base, industrial pollution is one of the main causes of air pollution. As the first batch of pilot areas of green financial reform and innovation, Changji Prefecture needs to make effective use of this historical opportunity, guide more financial resources to promote industrial pollution prevention and control, transformation and upgrading, promote "Wu-Chang-Shi" air joint prevention and control, and resolutely win the battle of pollution prevention and control. Taking 330 enterprises under Changji jurisdiction in 2017 as research subjects, the author uses cluster analysis method to study and analyze the distribution and governance degree of air pollution industry in industrial industry, providing data support for promoting pollution control and industrial transformation and upgrading by means of green financial means. To explore and put forward ways and suggestions to promote pollution prevention and control,transformation and upgrading of industrial industries, and to promote high-quality economic development. It also points out the direction for the construction of green financial reform and innovation pilot area in Xinjiang, and provides reference for other pilot areas, which has practical significance.
