纽约市公立中小学学校评价:主要内容、特征及启示

摘要 自2006年纽约市公立中小学实施"进步报告"问责制度后,其学校评价发生了重大改变:开始从6大要素(信任、有效的学校领导、支持的环境、合作的教师、严谨的教学、牢固的家庭和社区关系)和18项具体指标对学校进行评价,采用了定量与定性相结合的评价方法,评价结果以学校质量报告形式呈现。借鉴纽约市公立中小学学校评价的有益经验,我国中小学学校评价应构建以促进学生学习和改善学校质量为目标的评价指标体系,鼓励多元主体参与学校评价,重视增值评价的运用以及改进建议的反馈。 Since the implementation of the"Progress Report"accountability system in public primary and secondary schools in New York City in 2006,the school evaluation has undergone great changes:from six factors(trust,effective school leadership,supportive environment,cooperative teachers,rigorous teaching,strong family and community relationships)and 18 specific indicators,and adopts an evaluation method combining quantitative and qualitative evaluation.The evaluation results are presented in the form of a school quality report.Drawing on the useful experience of the public and middle school in New York City,the evaluation of primary and secondary school in our country should construct an evaluation index system that aims to promote students’learning and improve school quality,encourage multiple subjects to participate in school evaluation,attach importance to the application of value-added evaluation and improve the feedback of suggestions.
