摘要
"全面二孩"政策实施后,山东省出生率稳居全国第一,在"全面二孩效应"的冲击下,山东省学前教育学位缺口较大,资源供需矛盾尤为突出。在深入分析在园幼儿数量变化趋势的基础上,提出山东省学前教育应对"全面二孩效应"的基本策略:一是超前谋划,充分认识适龄儿童数量的变化规律;二是加大投入,推进普惠性幼儿园的扩建、新建;三是多措并举,推进多元化办园,鼓励并支持民办学前教育发展;四是强化督导,坚持扩总量、提内涵有机统一。
After the implementation of the “universal two-child”policy, Shandong province ranks first in terms of birth rate. The “universal two-child effect”has widened the gap between preschool education and corresponding qualifications in Shandong province, and the imbalance between resource supply and demand is particularly acute. Based on the analysis of the changing trend in the number of kindergarten children, this paper puts forward the basic strategies for preschool education in this province to deal with the “universal two-child effect”. Firstly, plan in advance to identify the change in the number of kindergarten children. Secondly, increase investment to expand the size and number of inclusive kindergartens. Thirdly, take multiple measures to promote diversified kindergarten and encourage private preschool education. Fourthly, strengthen supervision and adhere to the organic unity of quantity and connotation.
