四川省推进规模化“煤改气”的探索与启示

Exploration and enlightenment of promoting the large-scale "coal to gas" project in Sichuan Province, China

为进一步推动能源利用清洁化的“煤改气”工程加速实施,助力四川省打造全国清洁能源示范省,在对中国石油西南油气田公司在四川省乐山市夹江县推进规模化“煤改气”工程的情况进行经验总结的基础上,结合四川省推进煤改气的优势与前景,提出了煤改气规模化推进规划及建议措施。研究结果表明:①要推动规模化“煤改气”,地方政府主导是关键,天然气稳定供应是保障,阶梯气价优惠是动力,示范引领推进是途径;②四川省推进“煤改气”具有充足的条件和发展前景,天然气产业对经济的拉动作用十分显著;③推进规模化“煤改气”工程,地方政府要加强“煤改气”的政策引导和扶持,要由政府主导、地企联动合力打造“煤改气”示范区,要加快组织制定《加快推进天然气利用的意见》的配套实施细则,要立足四川省内天然气资源,加强市场、管网的规划建设。

In order to accelerate the implementation of the "coal to gas" project for utilizing clean energies and assist the construction of national clean energy demonstration province in Sichuan, PetroChina Southwest Oil & Gas. field Company's experience on the promote of the large-scale "coal to gas" project in Jiajiang County, Leshan City, Sichuan Province was summarized. Then, combined with the advantages and prospect of replacing coal with gas in Si. chuan Province, the planning and measures for the promotion of large-scale replacing coal with gas were proposed. And the following research results were obtained. First, to promote the large-scale "coal to gas", local government's leading role is the key, the stable supply of natural gas is the guarantee, the preference of ladder gas price is the motive force, and demonstration guiding promotion is the means. Second, promoting the "coal to gas" in Sichuan prov. ince has sufficient conditions and development prospect and the promotion effect of natural gas industry on the econo. my is quite significant. Third, to promote the large-scale "coal to gas", the local government shall strengthen the poli. cy guidance and support for the "coal to gas", and the government and local enterprises shall cooperate to build up the demonstration area of "coal to gas". In addition, it is recommended to speed up formulating the support detailed implementation rules and regulations of the Comments on Speeding up the Promotion of Natural Gas Utilization, and stand on the natural gas resources in Sichuan Province to strength the planning and construction of markets and pipeline networks.
