我国发展目前还不充分、不平衡,在将来的一定时期内还要进一步实现工业化、城市化和现代化,资源能源的消耗必将增大,对生态环境总体质量势必造成更大压力,给生态环境保护带来了更大的挑战。习总书记提出“绿水青山就是金山银山”的生态文明理念,将生态环境保护工作摆在了重要的战略地位。生态环境规划是实现社会经济环境协调发展的重要手段和途径。因此,在这一新形势下对生态环境规划提出了新要求,需要更加重视生态环境规划,科学、合理地完善我国的生态环境保护规划制度。本文以生态环境规划政策分析的一般模式为框架,对我国生态环境规划政策进行了评估与研究,分析了我国生态环境保护规划政策中存在的问题,结合生态环境规划的特点和发展要求,对生态环境规划的完善和发展提出了建议。
