Policy Research on New Housing Supply System of Xiongan’s Construction

雄安作为社会主义新时代的现代化城市,构建新型住房供给体系,既要发挥以往政策的积极作用,也要为解决过去政策造成的重大共性问题探索出路,更要前瞻未来,发挥“模范城”的引领作用和示范效应。雄安构建新型住房供给体系要考虑“三个统筹”:一是在拆迁过程中,要统筹拆迁补偿和提供社会福利的整体效用,这是供给体系良好运行的前提;二是在建设过程中,要统筹新型住房和城市活力的有效互动,这是供给体系良好运行的关键;三是在交易过程中,要统筹价格管控与政策性金融机构的分工合作,这是供给体系良好运行的保障。

As a modern city in the new socialist era,Xiongan will build a new housing supply system,should not only play a positive role of past policies,but also explore a way to solve the major common problems caused by the past policies,but also look forward to the future and play the leading role and demonstration effect of the "model city". The construction of new housing supply system in Xiongan should consider "three overall planning". First, in the process of demolition and relocation, the overall utility of demolition compensation and social welfare should be integrated, which is the premise of good operation of the supply system. Second,during the construction process,the effective interaction between new housing and urban vitality should be coordinated, which is the key to the good operation of the supply system.Third, in the transaction process, it shall coordinate to share out the work and cooperate with one another between price control and policy-based financial institutions,which is the guarantee for the good operation of the supply system.
