宗海图成果质量提高探析——以广西沿海钦州、北海、防城港市为例

Research on Improving the Quality of Chart of Sea Plot:Taking the Coastal Area of Guangxi as an Example

宗海图是不动产证附图之一,是海域管理的重要图件,本文遵照测绘、海域使用相关规范,结合开展的填海现状调查,对广西钦州、北海、防城港市确权填海项目海籍资料进行深入分析,发现项目填海位置与批复的坐标位置存在偏移,主要为宗海图绘制中坐标系统和海岸线问题。特此,本文针对宗海图绘制过程所涉及的海岸线法定性、坐标系统一致性、制图收费标准、测绘控制点检核等方面进行探析,提出相关建议,以期提升宗海图质量,发挥其在海域使用及自然资源规划管理方面中的作用。

The chart of sea plot is one of the maps of real estate certificate, is also an important map of sea area management. This article complies with relevant regulations of the use of sea areas and surveying, the author analyze the status quo and confirmation documents of hundreds of sea areas under the supervision of the investigation of reclamation in Guangxi Zhuang Autonomic Region coastal cities,Qinzhou、Beihai、Fangchenggang.It was found that there were problems in the use of the coordinate system and the determination of the coastline in the drawing of the chart of sea plot, which was highlighted as the displacement of the site. Based on the above issues, the paper makes a detailed analysis and study of the characteristics of the coastline, the consistency of the coordinate system, the standards for drawing fees, and the inspection and verification of the surveying and mapping control points involved in the process of drawing the chart of sea plot, and puts forward relevant suggestions in order to further standardize the production of the chart of sea plot and improve it quality. Only in this way can we give full play to the role of the chart of sea plot in the use of sea areas and the planning and management of natural resources.
