The Logic and Strategic Choice of the Element Configuration of the Economic Development Driven by Innovation

在要素分工背景下,国际分工每一次深化均可被视为创新驱动经济高质量发展的体现。创新驱动经济发展的过程可被看成是高级要素密集型产业创新驱动初级要素密集型产业发展的过程,其实质主要体现为高级要素密集型产业创新向初级要素密集型产业转移与扩散,进而促进初级要素密集型产业要素配置优化的过程。通过分析可知,应从以下几方面着手设计创新驱动经济升级的高级要素路径:尽快塑造基于高级要素的边际收益递增为基础的创新系统;积极孵化与发展高级要素,依靠高级要素边际收益递增的属性增强产业转型升级的能力;积极培育与发展在知识、技术、信息等高级要素上具有强大控制力的跨国公司,强化中国企业对全球价值链的治理能力;优化不同要素密集型产业间的创新生态环境,培育产业间协同创新系统。

Under the background of element division,each development of the international work division can be regarded as the embodiment of the high quality economic development driven by innovation.The process of innovation-driven economic development can be seen as the process of the development of primary element-intensive industry driven by the advanced element-concentrated industry innovation,the essence of which is mainly embodied in the transferring process from the innovation of the advanced element-intensive industry toward the innovation of primary element-intensive industry.Then it promotes the optimization of element configuration of the primary elements-intensive industry.Through the analysis,it is suggested to design the advanced element path of economic upgrading driven by innovation from the following 4 aspects:to create an innovation system as soon as possible based on the increasing marginal revenue of the advanced elements;to actively hatch and develop the advanced elements,and to enhance the ability of transformation and upgrading of industries relying on the attributes of the increasing marginal revenue of the advanced elements;to positively cultivate and develop multinational companies which have strong control in such advanced elements as knowledge,technology and information and so on,and to strengthen the governance ability of Chinese enterprises in the aspect of global value chain;to optimize ecological environment of innovation among different element-intensive industries,and to cultivate industrial collaborative innovation system.
