电商扶贫助力乡村振兴:基于河北省实践的再思考

Promoting the Revitalization of Rural Areas by E-commerce Poverty Alleviation:Rethinking Based on the Practice of Hebei Province

电商扶贫是当前扶贫工作的重要举措,是实现脱贫攻坚的“互联网+”新动能。应用电商新模式能够促进贫困县特色农业产业发展,并助力实现乡村振兴。文章梳理了电商扶贫的内涵与模式应用的主流观点,在总结4种典型电商扶贫应用模式的基础上,根据河北省电商扶贫的实践经验,并结合国内的调查研究,深入分析了电商扶贫存在的问题,在发挥政府主体责任、完善服务体系、降低物流成本、培养农村电商人才、扶贫项目融资等方面提出了具体对策与政策建议。

E-commerce poverty alleviation is an important measure for poverty alleviation at present.It is also a new Internet plus kinetic energy for poverty alleviation.The application of the new model of e-commerce can promote the development of characteristic agricultural industry in poverty-stricken counties,and help to realize rural revitalization.This paper combs the connotation of e-commerce poverty alleviation and the mainstream views on model application.On the basis of summing up four typical application models of e-commerce poverty alleviation,according to the practical experience of poverty alleviation by e-commerce in Hebei Province and the investigation and research at home and abroad,this paper analyzes the problems existing in the e-commerce poverty alleviation.It also puts forward specific countermeasures and policy suggestions,such as giving play to the main responsibility of the government,improving the service system and reducing the formation of logistics,training rural e-commerce talents and raising capital for poverty alleviation projects.
