易地移民搬迁农户的生计恢复力测度及影响因素分析

Measurement and Influencing Factors of Livelihood Resilience of Relocated Migrants

依据可持续生计分析框架、恢复力理论,建立农户生计恢复力指标体系,利用陕西安康山区入户调查数据测度农户生计恢复力,进而结合易地扶贫搬迁背景考察农户生计恢复力的影响因素。结果显示:从缓冲能力、自组织能力、学习能力三大维度实证分析后发现陕南地区农户生计恢复力整体较低;搬迁户与非搬迁户的生计恢复力有显著差异,教育投入、政府投资、社会网络紧密度、社会网络质量、家庭负担比、家庭规模是影响农户生计恢复力的主要因素;搬迁户群体内,因安置方式、搬迁类型或原居住地不同,其生计恢复力也有显著差异。据此,有针对性提出加强农户生计恢复力、改进后续扶贫搬迁工作的政策建议。

Based on the sustainable livelihood framework and resilience theory,this paper constructs a framework for assessing rural households’ livelihood resilience. Using the household survey data,the paper evaluated the rural households’ livelihoods resilience. Subsequently,we explored the factors that may influence rural households’ livelihood resilience in the context of relocation program. The results reveal that: rural households’ livelihood resilience is generally low;there are significant differences in livelihood resilience between relocation households and non relocation households,meanwhile,education investment,government subsidy,social network,the quality of social network,household burden ratio,family size are the major factors influencing households’ livelihoods resilience;even in the same relocation group,households’ livelihood resilience vary dramatically among different resettlement methods. Accordingly,some suggestions aiming at strengthening households’ livelihood resilience and improving the relocation program are put forward.
