透过新年贺词考察朝鲜各项事业与政策的演变

Exploration of the New Year Speeches and DPRK’s Policy Evolution

2013年金正恩在平壤通过影像亲自发表了新年贺词,这是朝鲜已故领袖金日成去世19年以后的国家领袖首次公开致辞。新年贺词本身并不一定被赋予特殊的政治含义,然而学界之所以格外关注朝鲜新年贺词,是因为“贺词”不仅向外界透露朝鲜的各项政策,也是世人能够了解朝鲜的重要官方渠道之一。考察2009年至2019年的朝鲜新年贺词,不难发现我们对朝鲜发生的很多事情是不太了解,或者没有全面地掌握朝鲜的基本政策,往往以“先军政治”“朝核问题”来代替朝鲜所有问题,因此考察新年贺词可以了解朝鲜基本政策倾向。

2013 New Year Speech by Kim Jong-un in Pyongyang was the first time for DPRK’s state leaders to address to the public after Kim Il-sung passed away 19 years ago. Although the new year speeches do not carry special political messages, they have been focused on because the “speeches” can convey policy information and have become one of the official channels for the world to know more about DPRK. The exploration of the new year speeches from 2009 to 2019 shows that there are more issues to be discussed rather than the “military predominance politics” and “Korean nuclear issue” only. It is necessary to study the new year speeches so as to better understand the tendency of DPRK’s basic policies.
