近年来,一批独立学院通过迁建县域来推动规范办学和转型发展,导致这一现象的成因,既有教育法制化完善进程中的政策诱致,也有教育主体可持续发展中的理性选择,还有社会转型发展中的县域经济吸引。独立学院迁建县域办学不仅面临着来自政府、市场与母体高校的需求平衡,还面临着来自文化重建、质量保障与融合发展的多重挑战,是一个长期持续、多方博弈的过程。独立学院迁建县域办学需要以文化铸魂为核心,质量立校为根本,融合协同为要点。

In recent years, many independent colleges (non-government funded colleges) have relocated their branch schools in county-level cities to promote the school running and transformation. However, the relocation has compelled the branch schools not only to balance the needs between the government, the market and the head school, but also to face challenges from culture reconstruction, quality assurance, integration and development, which will be a long-term, continuous, and multi-gaming process. Independent colleges should take the construction of campus culture as the core, quality of the teaching as the foundation, and integration and cooperation as the priority.
