Practice to Improve Service Quality and Enhance Transportation Efficiency by China Railway Beijing Group Corporation Limited

为在短时间内消化"公转铁"提出的新增运能要求,铁路部门需要根据自身作业组织、设备条件、运能利用等情况综合施策。在阐述中国铁路北京局集团有限公司新增运输需求和现有运输能力供给情况的基础上,根据实际,提出调整列车运行图结构、优化运输组织办法、推进设备改造、增加牵引定数、实行精准考核等货运提质增效的举措,运输效率明显提高,较好地完成了2018年增量任务,为2019年货运继续增量和运输提效打下基础。

The policy of "converting goods transported by road to railway" demands for an increase in railway transportation capacity. To satisfy the demand in a short period of time, the railway department would adopt comprehensive measures in decision making while taking into account elements such as railway operation and organization, equipment conditions, and distribution of transportation capacity. Based on a brief description of the new demand as well as current transportation capacity of China Railway Beijing Group Corporation Limited, the paper proposes measures to improve service quality and enhance efficiency for freight transportation, namely adjusting the structure of train operation diagram, optimizing transportation organization method, promoting equipment upgrading, increasing rated numbers of traction, and conducting accurate assessment. Thus transportation efficiency on railway has been significantly improved, and the tasks to increase transportation capacity in 2018 have been well completed. It also promotes continued increase in freight volume and enhances transportation efficiency in 2019.
