摘要
党建引领是中国特色社会主义社会治理事业的最本质特征。当前存在的基层争权夺利、利益分配纠纷、公共服务不均、非户籍常住人口融入城市难等问题,制约着基层治理现代化进程。近年来,广东省佛山市党委着力从内强"力量"、重构"结构"、融合"资源"、开放"格局"四个方面推进基层党建引领基层治理,探索形成了"党建统领、四位一体"的现代基层治理总体框架,夯实了基层党建,促进了基层善治,提供了有益启示:核心统领,把基层党建贯穿于基层治理全过程;激发动力,强化基层党组织政治功能与压紧压实基层治理主体责任;主体多元,调动一切积极因素参与基层治理;路径创新,以新理念新方式新手段推进基层治理现代化。
The leadership of the party building is the most essential nature of the socialist social governance with Chinese characteristics. At present, problems, such as the struggle for power and profit at the grass-roots level, disputes over the distribution of benefits, uneven public services, and the difficulty of the non-registered permanent residents fitting into the city, restrict the modernization process of grass-roots governance. In recent years, Foshan, Guangdong Province has made great efforts to promote grass-roots party building to lead grass-roots governance with four attempts: self-strengthening from "inside", restructuring, integrating "resources" and opening up "patterns". As a result, an overall framework of modern grass-roots governance with "the Party taking the lead and four attempts integrated" has been tried and formed, which has helped consolidate the party building at the grass-roots level, promote good governance at the grass-roots level, and provide the following inspirations: the core leadership-carrying on the grass-roots Party building throughout the whole process of governance at the grass-roots level;mobilization-to strengthen the political function of grass-roots party organizations and compact the main responsibility of grass-roots governance;pluralistic main body-to mobilize all possible positive factors to participate in the grassroots governance;innovative paths-to drive the modernized governance of the grassroots units with new notions, in new ways and by new means.
