Research, development and implementation of information system of technical parameters comparison of medical equipment bidding

目的:基于信息化手段,设计开发医疗设备招标技术参数比对信息系统,实现医疗设备招标技术参数差异比对的信息化,提高采购效率。方法:分析医疗设备采购环节技术参数差异比对过程中存在的问题,从策略及方法、参数比对目录及基线信息形成3方面对信息系统参数比对进行探讨,采用浏览器与服务器(B/S)结构,利用超文本预处理器(PHP)和MySQL软件两种开源技术,设计开发医疗设备招标技术参数比对信息系统。结果:技术参数比对信息系统可实现基线数据的查询与核对、设备参数的收集与整理以及同档次设备参数之间的差异比对等,完善医疗设备技术档案,保证医疗设备采购质量,提高医疗设备临床技术应用,提升医院经济及社会效益,实现信息共享。结论:信息系统的应用,可使采购人员更好地了解意向采购产品的技术差异,规范医疗设备采购程序,确保其公开、公平和公正。

Objective: To design and develop an information system of technical parameters comparison of medical equipment bidding based on informatization means, so as to realize the difference comparison of technical parameters of medical equipment bidding and improve the procurement efficiency. Methods: The problems existed in the comparison process of the difference of technical parameter in medical equipment purchasing were analyzed. The parameter comparison of information system was studied from three aspects: strategy and method, the catalogue of parameter comparison and the formation of baseline information. Adopting the structure of browser and server (B/S), and using two kinds of open source technologies included hypertext preprocessor (PHP) and MySQL software to design and develop the information system of technique parameters comparison of medical equipment bidding. Results: The information system of technical parameter comparison could realize the query and check of baseline data, the collection and collation of equipment parameters and the comparison of the differences between the various equipment parameters with same grade. And it also could improve the technical files of medical equipment, ensure the procurement quality of medical equipment, enhance the application of clinical technique of medical equipment and the economic and social benefits of hospitals, and realize information sharing. Conclusion: The application of information system can make purchasers better to understand the technical differences of purchased products with intention, and standardize the procedures of purchasing medical equipment, and ensure the openness, fairness and justness of the procurement.
