The Path of Cooperative Governance of China: Cost Dilemma and Its Solution

理解合作治理达成的条件有助于探索国家治理体系现代化的实现路径,这些条件由理论要素和政策情境构成。本文通过提取国外合作治理的理论要素和我国治理政策中的情境因素,基于成本核算的视角,分析二者之间的耦合关系后发现:照搬西方合作治理理论可能会带来制度冲突、权力侵蚀、缺乏信任、利益界限模糊化等成本困境。在提出消解建议的基础上,探讨合作治理本土化的理论设想。

Understanding the conditions of cooperative governance,which are made up of theoretical elements and policy situations,can help to explore the way to realize the modernization of national governance system. Based on the perspective of cost accounting,this paper extracts the western theoretical elements of cooperative governance and situational factors in China's governance policies,and analyses the coupling relationship between them,then discovers that copying western cooperative governance theory may bring about system conflict, power erosion,lack of trust and fuzzification of the boundary of interest.Lastly,we put forward a proposal to eliminate the cost and discuss the theoretical assumption of the localization of cooperative governance.
