摘要
公共服务质量的综合评价是公共服务提高的前提和基础,为公共服务的优化提供了方向。在基本公共服务均等化规划以及相关文献的基础上,选取相关数据并运用层次分析法,构建了公共服务质量评价指标体系,评估中国31个省份的公共服务质量。对比各省在6年发展过程中的排名变化,并对其空间格局特征进行了分析,研究结果显示不同年份、省份、服务项目之间公共服务质量差距较大,区域特征明显,经济因素成为制约公共服务质量水平提升的重要因素。针对评价结果,从促进经济发展、重建政府考核体系、协调区域发展、改善服务供给模式等方面提出了公共服务质量的优化措施,以期为新时代公共服务质量的提升提供理论参考。
The improvement of public service is premised on the basis of the comprehensive evaluation of the public service quality,which provides a direction for the optimization of public service.Based on the equalization of basic public services planning and the related literature,taking 31 provinces in China as the research subject and employing relevant data and analytic hierarchy process from 2010 to 2016,it constructs the evaluation index system of the quality of public service and evaluates the quality of public service of each province in China.By comparing each province's ranking variation in a spell of six years and analyzing its spatial pattern features,it concludes that there is a big gap and obvious regional characteristics with respect to public service qualities in different province's service items in different years and economy is an significant factor restraining the improvement of public service quality.Therefore,it is designed to provide some optimization measures and theoretical reference for the improvement of public service quality regarding to economic development,rebuilding government assessment system,coordinating regional development and improving service supply.
