农村一二三产业融合发展研究:理论基础、现实依据、作用机制及实现路径

Research on the Integrative Development of the Primary,Secondary and Tertiary Industry in Rural Areas:Theoretical Basis,Realistic Basis,Function Mechanism and Realization Path

农村一二三产业融合发展是解决城乡不平衡不充分发展矛盾,破除“三农”问题,推进农村经济走向持续繁荣的高质量发展的重要方式,其实质就是以农业产业为依托,以二三产业的技术等要素为媒介,在一定条件下实现产业间相互渗透、交叉和融合,从而延长农业产业链、价值链,拓宽农业的多功能性,对于推进农业现代化,拓宽农民增收渠道,实现农村自我发展等具有重要作用,也是实现乡村振兴的必然选择。基于此,对农村一二三产业融合发展的现实依据及作用机制进行了剖析,并提出了推进农村一二三产业融合发展的实现路径,即推进新型农业经营主体间的协同联动;加强农村基本公共服务建设;创新农业产业发展模式,据此深入推进农村一二三产业融合发展。

The integrative development of the primary,secondary and tertiary industry in rural areas is an important way to solve the contradictions between the unbalance development and underdevelopment of urban and rural areas,break issues relating to agriculture,rural areas and rural people and promote the sustainable and prosperous high-quality development of the rural economy. Its essence is to rely on the agricultural industry to realize interpenetration,intersecting and integration between industries under certain conditions with the technology and other factors of the primary,secondary and tertiary industry as the media,thus extending the agricultural chain and value chain of agricultural industry,and widening the multifunction of agriculture,which plays an important role in promoting agricultural modernization,widening the channels for increasing farmers’income and realizing rural areas’self-development,and is also an inevitable choice for rural revitalization. Based on this,the realistic basis and mechanism of the integrative development of the primary,secondary and tertiary industry in rural areas are analyzed,and the path selection for promoting the integrative development of the primary,secondary and tertiary industry in rural areas is put forward,that is,to promote the coordinated linkage between the new agricultural management entities;to strengthen the construction of basic public services in rural areas;to innovate the development mode of agricultural industry,in order to promote the integrative development of the primary,secondary and tertiary industry in rural areas.
