摘要 经济新常态下如何尽快实现经济动能新旧转换已成为山东省经济增长的关键,山东省传统的高碳增长模式已难以为继,必须寻求低碳环保的经济增长模式.文章运用定性与定量分析相结合的研究方法,深入分析山东省能源消费量与生产量、能源消费结构、能源效率等能源消费现状以及碳排放总量、人均碳排放量、碳排放强度等碳排放指标,全面评价山东省能源消费区域差异、碳排放区域差异以及各地区低碳经济发展水平,并根据分析评价结果提出发展建议.研究认为,山东省应进一步完善政策支持与保障、调整优化产业结构、应用推广低碳模式、完善碳排放市场以及倡导低碳生活模式,研究结论对绿色山东建设提供了科学有益的政策借鉴. How to realize economic kinetic energy conversion as soon as possible under the new normal economic situation has become the key to economic growth in Shandong Province. The traditional high-carbon growth model in Shandong has been unsustainable, and it has to seek a low-carbon and environmental-friendly economic growth model. The combination of qualitative and quantitative analysis method is used to analyze the energy consumption situation in Shandong including energy consumption and production, energy consumption structure and energy efficiency, and other carbon emission indicators such as gross carbon emissions, carbon emissions per capita and carbon emissions intensity. The regional differences in energy consumption and carbon emissions, and low-carbon economic development levels in various regions in Shandong have been evaluated comprehensively, and upon which the developing recommendations have been proposed. The study reveals that Shandong Province should further improve policy support and guarantee, adjust and optimize industrial structure, apply and promote low-carbon model, improve carbon emission market and advocate low-carbon life mode. The conclusions have provided scientific and useful policy references for Green Shandong construction.
