新“文明论”的建构

The construction of the Neo theory of civilization——the basis of thought of "One Belt,One Road Initiative"

什么是"文明"?从历史上看,"文明"显然是在19世纪,由帝国主义创造出来的,旨在支撑其世界秩序以及相关印象的意识形态。"文明"得以成立,有赖于以军事实力为基础的力学平衡关系,也有赖于对于"野蛮"作为"他者"的创出。本文对截至目前的"文明论"的概略进行了扼要的梳理,论述了创造性地建构新的文明的必要性。之所以需要建构全新的文明,乃是因为如果中国的"一带一路"构想,没有意图要去建构21世纪全新的世界秩序或相关的规则印象的话,它也就难以持续地发展下去。

What is "Civilization"? Historically,it is an ideology that clearly supports the world order image, created by the 19 th century imperialism. It is supported by the Balance of Power including military power and the creation of the "Others" as a "Barbarian". In this paper, while following the outline of "the civilization theory" so far, it is discussed that the creative construction of a Neo Civilization is necessary. This is because the "One Belt, One Road Initiative" concept could not be sustainable without the intention of forming such the New World Order Norm image of 21st century.
