党内法规遵守是指党的各级各类组织和广大党员干部依照党内法规行使权利履行义务(职责)的活动。遵守党内法规是党内法规发挥效力的重要前提。党内法规遵守的主体是各级各类党组织和党员及党员领导干部。其基本要求主要体现在:一是各级党组织自觉在宪法和法律范围内活动,严格遵守党内法规和国家法律;二是领导干部做遵守党内法规的模范;三是全体党员自觉遵守党内法规。其实践途径在于:通过学习教育提高遵守党内法规的自觉性;增强党内法规的权威性严肃性;不断提高党内法规的立规质量;抓实领导干部这个关键少数;加大对违规违纪行为的查处力度;形成严格遵守党内法规的党内政治文化。
